Title
Authorize the City Manager to finalize and execute a contract with Kimley-Horn and Associates, Inc., for professional engineering services to prepare a Roadway Impact Fee Study Update in the amount of $164,000.00.
Body
Chapter 395 of the Texas Local Government Code requires municipalities that assess impact fees to review and update their land use assumptions, capital improvements plan, and impact fee ordinances at least every five years. The City's roadway impact fee program was last updated in 2020, and a new study is now required to remain in compliance with state law and to reflect current growth projections and capital needs.
?
Impact fees are one-time charges imposed on new development to help fund the off-site construction or expansion of roadway and other infrastructure facilities that are necessitated by and benefit that development. These funds may be used only to increase system capacity to serve projected growth and may not be used for system operations, routine maintenance, or unrelated capital expenses. Limited reimbursement for qualifying projects already underway may be eligible when those projects are included in the adopted capital improvements plan.
?
The proposed contract with Kimley-Horn and Associates, Inc., will provide professional engineering and planning services to update the Roadway Impact Fee Study, including land use assumptions, the roadway capital improvements plan, and the maximum allowable roadway impact fee schedule for each service area. The results of this study will be presented to the Capital Improvements Advisory Committee and City Council through the public hearing process required by Chapter 395.
Financial Implications
This project will be funded through impact fee funds.
