Title

Authorize the City Manager to finalize and execute the System Upgrade Agreement (SUA) and Migration Assurance Program (MAP) for the P25 Public Safety Radio System with Motorola Solutions for the term of January 28, 2026, through September 30, 2032, in the amount of $9,948,364.00.

Body

The City of Mesquite utilizes the Motorola ASTRO P25 Land Mobile Radio (LMR) system to support mission‑critical public safety communications. To maintain system reliability, cybersecurity protection, and long‑term compatibility with new features and expansion elements, Motorola Solutions has provided a proposal for continued platform migration services and System Upgrade Agreement (SUA II) support. The City of Mesquite is a member of the Garland, Mesquite, Rowlett, and Sachse (GMRS) Regional Radio System, and these upgrades are required across all participating infrastructure cities.

Motorola Solutions has applied the State of Texas DIR‑CPO‑5433 contract pricing and discounts to this proposal. The offer remains valid through January 23, 2026.

The agreement is for seven years with the first three years dedicated to platform migration and four years for maintenance and support.

Motorola Solutions will coordinate with the City of Mesquite and other GMRS partner agencies to support the migration timeline and ensure continuity of operations.

Financial Implications

This project is funded by Certificate of Obligation (CO) bond funds and Quality of Life (4B) funds.

Recommended/Desired Action

Staff recommends that the City Manager be authorized to finalize and execute an agreement with Motorola Solutions.
