Title

Ratification of the total expenditure of $410,560.00, without competitive bidding, for the emergency water line repair on Gus Thomasson Road at Town East Boulevard, Town East Boulevard at IH 635 and Galloway Avenue near U.S. Highway 80 and authorizing payment to ANA Site Construction, LLC for such repairs.

Body

On or about September 13, 2026, a water main break occurred on Gus Thomasson Road at Town East Boulevard and a faulty valve on Town East Boulevard at IH 635.  Both locations were required to be completed in order to fix the break on Gus Thomasson Road.  In addition, there was a conflict on Galloway Avenue near U.S. Highway 80 that was delaying US 80 construction that could have had the City liable for delays. During shutdown, multiple broken valves required repair, and a conflicting water main had to be relocated to accommodate storm drainage installation. Due to the urgency and extent of the failures, the City hired ANA Site Construction, LLC, to complete the emergency repairs.

This emergency water main repair met the exemption requirements for emergency procurement under Section 252.022(a)(2) of the Texas Local Government Code, which provides an exemption for “a procurement necessary to preserve or protect the public health or safety of the municipality's residents.”

Financial Implications

The City’s cost of $410,560.00 was paid out of the Water & Sewer emergency fund balance.
