Authorize the City Manager to execute a Lease Agreement with Texas A&M Engineering Extension Service (TEEX) for a 33.2-acre site located at IH-20 and Lumley Road to be utilized as TEEX’s North Texas Regional Training Center.

The 30,000-square-foot City-owned facility located at IH-20 and Lumley Road was constructed in 1995 for the purpose of leasing it at a nominal rate to the Texas A&M Engineering Extension Service (TEEX) for use as a regional training center. TEEX is a member of the Texas A&M University System and has operated this facility as its North Texas Regional Training Center for the past 28 years. The facility also serves as the primary site for the City’s reception center during hurricane evacuation operations and is used by the City for specific trainings. The current lease agreement was approved on February 3, 2014, and was for a ten-year period. Both TEEX representatives and City staff have expressed an interest in continuing the existing lease arrangement long term. Under terms of the proposed Lease Agreement, TEEX will continue its responsibilities for all utilities and routine maintenance of the facility and the term is for another ten years.
Recommended/Desired Action
Based on the continued successful operation of the North Texas Regional Training Center and its economic benefit to the City, staff recommends that the City Council authorize the City Manager to execute a Lease Agreement with the Texas A&M Engineering Extension Service for a ten-year term at the rate of $1.00 per year.
