Title

Authorize the City Manager to execute a Professional Services Contract with On Duty Health - Texas, PLLC, to provide annual medical and physical assessment services for City of Mesquite employees in an amount not to exceed $250,000.00, for a one-year term.

Body

As part of the FY2023-24 budget process, funds were approved for appropriation to cover the minimum medical assessment standards for first responders in the City of Mesquite Fire Department.  These services are an annual minimum requirement for all sworn firefighters under the National Fire Protection Association (NFPA) 1582 Standard on Comprehensive Occupational Medical Program for Fire Departments meaning that all certified fire service personnel will undergo this annual assessment of their health.  These services are considered best practice in assessing the morbidity and mortality of first responders for their safety and effective performance of their duties.  Therefore, these services are also being extended on a voluntary basis to all City of Mesquite employees.

To offset these costs, compliance with this assessment will count towards the City requirements of all employees needing to have an annual physical examination with their personal physician and, thereby, subsidized out of the City’s group health claims fund. The full $250,000.00 amount has been appropriated in the FY2023-24 annual budget to cover the costs of this program.

The procurement of professional services for medical assessments meets the criteria for an exemption under Texas Local Government Code 252.022 for purchasing and contracting authority of municipalities.

Financial Implications

Funding is available in Human Resources FY2023-24 operating budget.
