Title

Conduct a public hearing and consider an ordinance for Zoning Application No. Z0424-0356, submitted by Rob Pennington of Kimley-Horn, for a change of zoning to amend Planned Development - Industrial (Ordinance No. 5057) to modify development standards and the concept plan, located at 2732, 2800 and 3200 East U.S. Highway 80.

(No responses in favor and one in opposition to the application have been received from property owners within the statutory notification area. The Planning and Zoning Commission recommends approval with certain stipulations.)

Body

The applicant proposes amendment of the concept plan to construct one 206,460-square-foot industrial building instead of two buildings totaling 169,600 square feet. All truck parking and docks would be located on the west side of the building away from the residential neighborhood. No tenants have been identified for the property. There are no proposed changes to the self-storage facility proposed to be located at the front of the property.

In addition to amending the concept plan, proposed changes to the development standards include reducing the maximum building height from 75 feet to 50 feet and changing the required parking from one space per 1000 square feet of floor area to 1 space per 1,500 square feet of floor area.  Certain other changes to the ordinance were initiated by staff to provide clarity and consistency, but do not change substantive requirements.

On July 8, 2024, the Planning and Zoning Commission voted 5-1 plus one abstention to approve a change of zoning to amend Planned Development - Industrial (Ordinance No. 5057) to modify development standards and the concept plan.

Recommended/Desired Action

Following the public hearing, staff recommends approval of the ordinance.
