Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Binkley & Barfield, Inc., for design and construction documents in the amount of $256,300.00 for Utility Engineering for CSJ 0095-02-096 - U.S. Highway 80 at Beltline Road.

As part of the Texas Department of Transportation (TxDOT) reconstruction, Binkley & Barfield will design relocations for City of Mesquite utilities that are determined to conflict with the TxDOT improvements along U.S. Highway 80 at Beltline Road.
During analysis of potential conflicts there were six water, four wastewater, and one fiber optic line. Project deliverables shall include plan and profile sheets of the City-owned utilities, preparation of cost estimates, and bid specifications.
Binkley & Barfield, Inc., was selected for both water and wastewater focused projects and survey services through the City’s formal Request for Qualifications completed in February 2020.
Financial Implications
The project is budgeted from Water/Sewer funds.
Recommended/Desired Action
Staff recommends the City Manager be authorized to finalize and execute a Professional Services Contract with Binkley & Barfield, Inc.
