Bid documents were broadcast to vendors through BidNet Direct electronic procurement system, posted on the City's website, and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. One responsive bid was received.
The proposed contract is a unit cost contract. The final contract cost for performing all abatement services will vary, depending on weather and other factors. For the purpose of the vendor, the bid was priced according to the unit costs for the six mowing and landscape services based on an annual average (units subject to change based on voluntary compliance and actual abatements):
Item 1 - Mowing, edging, and trimming on a standard lot (200 units)
Item 2 - Mowing, edging, and trimming of a vacant lot (700 units)
Item 3 - Mowing edging, and trimming of property in excess of one (1) acre (45 units)
Item 4 - Mowing, edging, and trimming of alley or easement (25 units)
Item 5 - Mowing, edging, and trimming of property over one-half acre but less than one acre (40 units)
Item 6 - Trimming and pruning of trees or other vegetation (400 units)
Financial Implications
Costs associated with work completed by the approved vendor will result in a lien on a property, plus administrative and filing fees.
Recommended/Desired Action
Staff recommends that the City Manager be authorized to finalize and execute a contract with Black Enigma, LLC.
