Title
A resolution authorizing the City Manager to finalize and execute the First Amendment to the Project Specific Agreement (PSA) amending the Master Agreement Governing Major Capital Transportation Improvement Projects with Dallas County for the Military Parkway Trail connecting the Downtown Mesquite area to the Mesquite Championship Rodeo, Major Capital Improvement Program (MCIP) Project 11902 within the City of Mesquite.
Body
Dallas County has traditionally participated with the City of Mesquite in project delivery and costs associated with regional transportation improvements on roads identified in the Dallas County Mobility Plan. The Dallas County Major Capital Improvement Program (MCIP) allows the County to partner with Cities on transportation projects. Proposed projects are submitted to the County by the City in a County Call for Projects. When individual projects are selected, a Project Specific Agreement (PSA) can be executed, which amends the Master Agreement and defines the detailed scope, funding, and responsibilities of the project.
Under this agreement, the City will serve as the Lead Agency for the Military Parkway Trail project. The trail will extend from Rodeo Drive along Rodeo Center Boulevard to Military Parkway and then continue east along the south side of Military Parkway to Galloway Avenue.
The total project cost is estimated at $2,280,000, with the City and County each contributing 50 percent ($1,014,133.89). The City will cover 100 percent of any required utility adjustments, betterments, rights-of-way, or easements. Upon project completion, the City will assume responsibility for trail maintenance.
