As set forth in the plans and specifications, the project includes installation of traffic signals at the northmost intersection between FM 741 and Heartland Parkway. The intersection will have new signals, video imaging vehicle detection system, pavement markings, buttons, and a pedestrian crosswalk on Heartland Parkway.
This project is anticipated to begin in the February 2025 with a substantial completion by September 2025, under a 200-calendar day contract.
Bid notices were broadcast through the BidNet electronic bidding system, posted on the City’s website, and published in the Daily Commercial Record newspaper. A total of three responsive bids were received. Staff has reviewed the bidder’s qualifications and recommends award of the base bid to low bidder EAR Telecommunications, LLC dba EARTC,
Financial Implications
The funding for this project will be reimbursed by Kaufman County in an amount not to exceed $377,316.00, per Interlocal Cooperative Agreement approved by the City Council on November 4, 2024.

Staff recommends the City Manager be authorized to finalize and execute a contract with low bidder EAR Telecommunications, LLC dba EARTC.
