A resolution authorizing the City Manager to file and submit applications with the Federal Transit Administration (FTA), an operating administration of the United States Department of Transportation, for federal transportation assistance authorized by 49 U.S.C. Chapter 53, Title 23, United States Code, and other Federal statues administered by the Federal Transit Administration.

On December 6, 2024, the City of Mesquite received a letter from the Federal Transit Administration (FTA) notifying recipients of a requirement to upload two documents:
• Opinion of Counsel: Each recipient must be legally empowered to carry out the activities specified in the award.
• Authorizing Resolution: Each recipient organization must have a resolution or equivalent, from the recipient’s Board of Directors or equivalent Authorizing Official, to be responsible for applying for assistance and legally committing the applicant or recipient to compliance with terms of an award.
Without these two documents, recipients will be unable to submit new grant applications.
The City of Mesquite has been a recipient of FTA funds since the early 1990s. Currently, FTA funds are utilized to fund the COMPASS Passenger Shuttle provided by STAR Transit, which connects riders from the Hanby Stadium to the Lawnview DART station.
Recommended/Desired Action
Staff recommends approval of the resolution.
