Camp Rorie Galloway was acquired by the City in the late 1980’s and is primarily used for parks and recreation summer camps and reservations for boy scouts, girl scouts, family reunions and the Mesquite Independent School District Quest program. Last year, the pavilion structure was removed and $500,000.00 was allocated in FY2016-17 from the Mesquite Quality of Life Corporation to replace it. Staff utilized this opportunity to develop a master plan for the facility and add other amenities in addition to the new pavilion within the approved budget amount. Two phases are planned for enhancing and expanding the existing facilities to provide additional activities not currently being offered.
Phase One of the project will address the structures being added to the camp but has been delayed until after summer to avoid interfering with programming. Phase Two includes the construction of a full-size concrete basketball court and grass volleyball court. Construction of the two courts is planned for mid-March through May 2017.
Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. A total of three bids were received and evaluated using the City’s established best value criteria. Henneberger Construction, Inc., submitted the lowest bid and demonstrated the expertise and knowledge required to complete this project.
Financial Implications
This project will be funded by the Mesquite Quality of Life Corporation. Remaining funds are reserved for other phases of the project.
