Body

The applicant requests a Conditional Use Permit (CUP) to allow an Accessory Dwelling Unit (ADU) on a corner lot at 1303 Buena Vista Street in the R-3 Single-Family Residential district. The proposal would convert an existing 439-square-foot detached garage into an ADU for the applicant's father. The structure complies with the maximum size requirement, is located behind the primary residence, meets setback requirements, and will share utility connections with the main residence.

 

The applicant requests modifications to reduce the minimum lot size requirement from 21,780 square feet to 7,800 square feet and the required off-street parking from four spaces to two. The property has two driveways connected to Lee Street. One provides two compliant off-street parking spaces, while the other is too shallow to accommodate a vehicle without obstructing the public sidewalk and therefore cannot count toward the parking requirement. Staff has identified a potential option for the applicant to satisfy the parking requirement by adding a second two-car driveway connection from Buena Vista Street. All other applicable ADU standards of the Mesquite Zoning Ordinance are met.

 

On June 22, 2026, the Planning and Zoning Commission voted 7-0 to approve the request subject to certain stipulations.

 

Recommended/Desired Action

Following the public hearing, City staff recommends that the City Council take action.
