Bid documents were broadcast to vendors through the Bidnet Direct electronic procurement system and an Advertisement for Request for Proposal (RFP) notice was published in the Daily Commercial Record newspaper. A total of two proposals were received.
The proposal documents were evaluated on a best quoted proposal basis. Staff from seven divisions throughout the City evaluated the responses and garment samples. The criteria consisted of pricing and cost structure, service delivery capabilities and performance standards, technical qualifications and processing capabilities, experience and references, and customization and branding capabilities. Procurement staff checked references from both proposers.
The City’s uniform rental service cost is based on usage. The proposal documents listed approximate City employee quantities of uniforms and asked proposers to respond with pricing based on these numbers as well as pricing for mats, mops, towels and other miscellaneous items. The proposed RFP includes the rental of jackets for employees who work in the elements during the cold weather season. The purchase of windbreakers and winter jackets was previously a separate bid and incorporated into this RFP as part of the uniform rental program. The items proposed by Cintas Corporation No. 2 meet specifications, service delivery standards, performance and service levels, contract administration requirements, and the City’s requested technology and communication system requirements as set forth in the RFP.
