Body

The applicant and property owner, Inspiring You to Greatness, is requesting a change of zoning to develop a small single-family subdivision using the development standards under the R-3 Single-Family Zoning District.  The applicant is not seeking any modifications to the City’s development standards.  If approved, any single-family development must meet the minimum lot size of 7,200 square feet and a minimum living space of 1,500 square feet under R-3 zoning while also complying with the City’s engineering standards, as well as the adopted Building and Fire Codes.

 

On April 1, 2024, City Council considered the applicant’s previous request for a change of zoning to Planned Development (PD) - R3 Single-Family Residential, which included modified development standards.  The proposed subdivision featured single-family homes with a minimum living space of 1,500 square feet, a reduced minimum lot size of 5,000 square feet, and modified setbacks.  City Council denied the request by a 4-3 vote.  The current application differs from the previous request, as it seeks a straight rezoning without modifications rather than a PD.  As a result, it is not subject to the one-year prohibition on considering a subsequent application after a denial.

 

On March 24, 2025, the Planning and Zoning Commission voted 7-0 to approve the requested change of zoning to R-3, Single Family Residential, along with the Comprehensive Plan Amendment to change the future land use designation from Commercial to Low-Density Residential.

 

Recommended/Desired Action

Following the public hearing, staff recommends that the City Council take action.
