Bid documents were broadcast on the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper.

 

This contract was designed and bid in a “Best Value” format which means that the bid is not necessarily awarded to the “low bidder,” but to the bidder that provides a bid that is the “Best Value” and in the best interest of the City of Mesquite. With this system, the bid is scored based on the price of the contract, equipment stock and age, relationships with the City of Mesquite or other municipalities or corporations, the company’s experience and work references. Three panel members rated each vendor independently based on the above criteria.

 

This contract for year-round maintenance includes mowing, landscaping, litter collection, irrigation repairs and herbicide treatments. Two bid packets were received from vendors who currently perform services for the City. The apparent best value bidder and actual low bidder meeting all bid specifications is SLM Landscaping and Maintenance with a bid in the amount of $109,397.00. The cost of the contract has increased by $20,405.00 from when it was last bid in 2015. The price increase is attributed to additional litter collection cycles in the Town East Corridor during the months of November and December and the overall cost of doing business.

 

Recommended/Desired Action

Staff recommends award to SLM Landscaping and Maintenance and authorize the City Manager to execute the contract.
