Upon completion of the masonry and wood truss restoration, the interior renovation of the office space will begin. On January 30, 2020, RFQ 2020-052 was issued to solicit an architect for the Heritage Plaza Project. The City received three responses. On April 27, 2020, the City Manager executed a contract with Donald F. Sopranzi, AIA in the amount of $48,500.00.

 

Over the last year, Mr. Sopranzi has held numerous meetings with City staff to develop the interior space design to accommodate the offices of the Downtown Manager, the Convention and Visitors Bureau and the Chamber of Commerce. Mr. Sopranzi has completed the architectural drawings, MEP drawings and specifications required to complete the interior remodel, and he will oversee the construction of the project to completion.

 

The renovated Heritage Plaza building will serve as the new Visitor Information Center for Mesquite and will include a reception area, presentation/meeting room, small kitchenette and restrooms for staff. The building will also have public restrooms that will be available to visitors and the public during Downtown events. The proposed renovation will take 200 calendar days to complete.

 

Financial Implications

This project is funded primarily from the Downtown TIRZ and up to 36.5 percent of the total cost will be funded from the Hotel Occupancy Tax (HOT) Fund. The acquisition, construction, improvement and equipping of visitor information centers is an authorized use of HOT revenue under State law, and the City’s HOT Fund has an available balance of $2.2 million.

 

The budget for the interior renovation portion of this project is $726,173.00, and the remaining $27,373.00 balance will be used for running fiber connections to the building.

 

Recommended/Desired Action

City staff recommends award to Nouveau Construction and Technology Services, L.P., in the amount of $698,800.00.
