The Parks, Recreation, and Open Space Master Plan was adopted by City Council in 2022.  The plan solicited public input to develop a prioritized list of amenities with spray grounds ranked second out of twenty-three items.  The City’s first “Spray Zone” was opened in 2023 at Clay Mathis Park. 

 

In 2024, funding was approved for another spray pad at Evans Park, located at Hillcrest Street and Gross Road.  This site was selected due to available land, ample parking, an existing playground, access to utilities, and close proximity to the surrounding residential neighborhood.

 

Planned improvements include a spray pad aquatic feature, prefabricated restroom building, security lighting, and a reclaimed watering system for irrigation.  To ensure user safety, the spray pad will use a single-pass system in which water is not recirculated through the equipment. However, this system will recapture runoff and collect it in an underground tank, which will then be used to irrigate the entire Evans Recreation Center property. 

 

To compress the construction schedule and reduce cost, the spray pad equipment and prefabricated restroom were contracted separately with specialty vendors.  A general contractor is needed to connect the spray pad and restroom to utilities, construct the reclaim water irrigation system, and complete other site improvements.  Project completion is anticipated late summer of 2025. 

 

Bid documents were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website and advertised in the Daily Commercial Record newspaper.

 

Four responses were received and scored using the established evaluation criteria. Fast General Contracting received the highest score with a proposed cost of $670,000.00.

 

Financial Implications

Funding for this project is available through the Mesquite 4B Quality of Life Fund.

 

Recommended/Desired Action

Authorize the City Manager to finalize and execute a contract with Fast General Contracting LLC.
