Conduct a public hearing and consider an ordinance for Zoning Application No. Z0626-0458 submitted by Juan Pablo Ambris, D&D Fragrances and Essential Oils, LLC, for a zoning change from Industrial within the Skyline Logistics Hub Overlay District to Industrial within the Skyline Logistics Hub Overlay District with a Conditional Use Permit to allow a Fragrance Manufacture located at 222 South Town East Boulevard.
(One response in favor and none in opposition to the application have been received from property owners within the statutory notification area. The Planning and Zoning Commission recommends approval with certain stipulations.)

The applicant, D&D Fragrances and Essential Oils, LLC, is requesting a Conditional Use Permit (CUP) to operate a fragrance manufacturing facility within an existing two-story industrial building. The operation would include fragrance blending, laboratory testing, packaging, storage, and wholesale distribution. No retail sales or customer-facing operations are proposed. A CUP is required because the proposed use falls under SIC Code 284 - Detergents, Cosmetics, and Toilet Preparations, which requires CUP approval in the Industrial zoning district under Section 3-203 of the Mesquite Zoning Ordinance (MZO).
The proposed facility would employ approximately 14 people and operate Monday through Friday from 8:00 a.m. to 5:00 p.m. The applicant has indicated that the operation would consist of blending pre-manufactured aromatic ingredients and would not involve chemical synthesis, extraction, or outdoor manufacturing activities. The site provides adequate parking, loading facilities, and access to existing public infrastructure to support the proposed use. The building is equipped with an automatic fire sprinkler system. According to the applicant, the business has operated at its current Garland location for approximately nine years without incident, and the applicant believes the proposed use will be compatible with the surrounding industrial development. The business is seeking to relocate its operations from Garland to Mesquite.
On August 10, 2026, the Planning and Zoning Commission voted 7-0 to approve the request subject to certain stipulations.
Recommended/Desired Action
Following the public hearing, City staff recommends that the City Council take action.
