This project is for the herbicide treatment to be applied to the vegetation growing in drainage ditches and channels within the City limits as specified in the 2025 Drainage Channel Vegetation Management Areas.  All channel areas with concrete, rip rap, or paver surfacing shall receive spot treatment for any weeds and grass as needed.  Herbicide treatment generally includes the bottom, sides, and banks to the limits of the rights-of-way or easement.  In the event that privately owned walls, fences, terraces, or other appurtenances border the ditches or channels, the treatment shall extend only to these appurtenances.

 

Maintenance of drainage channels is an essential function of City staff.    While drainage channels can be present in many forms, the most commonly utilized within the City are earthen drainage channels and concrete drainage channels.   Proper maintenance of drainage channels provides many benefits including:

                     Adequate hydraulics

                     Reduced flooding risk

                     Reduction of standing water

                     Resident expected aesthetics

                     Reduces habitat and breeding environment for pests 

 

The industry standard for maintenance of channels includes removal of debris, regular mowing and herbicide treatment.   This particular item addresses the herbicide treatment.

 

The Storm Water Specialist or designated Representative will have the authority to add or delete work, subject to purchasing procedures of the City of Mesquite.  A Pre-Spray Treatment Meeting will be conducted with City staff prior to any treatment.  No treatments can occur without notification of and coordination with City staff.

 

The term of this contract shall be for a one-year period with a renewal option for an additional one-year period, renewable on anniversary of the original date, provided bidder can maintain bid prices and both parties are in mutual agreement.

 

Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper.  A total of one responsive bid was received.  Staff has reviewed the bidder’s qualifications and recommends award of the base bid to low bidder Opterra Solutions, Inc., in the amount of $128,900.00.

 

Financial Implications

Funding has been allocated with Drainage Utility District (DUD) funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with low bidder Opterra Solutions, Inc.
