The City contracts for the replacement of sidewalks, driveway approaches, and curb and gutter associated with the City's 50/50 Cost Sharing Program. Under the Mesquite City Code, property owners are responsible for repairing the sidewalks, driveway approaches, and curb and gutter adjacent to their property. Because these repairs can be costly, the City established the 50/50 Cost Sharing Program to assist residents by sharing the cost of eligible repairs, with the City and the property owner each paying 50 percent of the repair costs. Work will be performed at various locations throughout the City as requested by participating property owners.

 

This is an annual contract that will begin on the date of the Notice to Proceed and expire one year thereafter. The contract includes the option to renew for up to two additional one-year terms, subject to the mutual agreement of both the City and the Contractor and execution of a written renewal agreement.

 

Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper.  A total of four responsive bids were received. Staff reviewed the references and qualification information provided by each bidder and recommends award of the base bid to Texas Made Ramirez Construction Corporation in the amount of $359,000.00.  Although Thomas 11 Development, LLC submitted the apparent low bid in the amount of $325,000.00, staff determined that the firm was not the lowest responsible bidder based on its evaluation of the firm's references and qualifications.

 

Financial Implications

Funding for this contract is budgeted under the 50/50 Program and funded through Certificate of Obligation bonds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with low bidder Texas Made Ramirez Construction Corporation.
