The brush grinding performed in this contract converts the brush waste received at the City of Mesquite Compost Facility into compost and mulch. This process diverts brush and yard waste from the City of Mesquite transfer station, saving over $1,000,000.00 in tipping fees at the landfill and operational costs. While the material is available to Mesquite residents at no charge, it is also sold commercially, which provides a source of revenue for the City. The City also generates revenue from commercial businesses disposing of brush and yard waste.

 

In Fiscal Year 2024-25, the Mesquite Compost Facility generated revenue in the amount of $1,315,759.00 from incoming brush received and the sale of compost/mulch.  The facility is creating better-quality material and with fuel prices rising, grinding services are escalating.  One day of grinding consumes 450 gallons of fuel.

 

Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper.  Seven responses were received and scored using the established evaluation criteria.  Classic Grind, LLC received the highest score with a proposed cost of $1,237,000.00. 

 

Financial Implications

Funding is budgeted in the Solid Waste Enterprise Operating Budget.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Classic Grind, LLC.
