Body

The applicant, QuikTrip, is requesting a change of zoning to establish a Planned Development-Light Commercial (PD-LC) district on approximately 3.4 acres at the northwest corner of FM 740 and IH-20. The proposed development includes a QuikTrip convenience store with fuel sales and a separately operated Bubble Bath tunnel carwash. While both will be owned by QuikTrip, the carwash will be on a separate lot. QuikTrip acquired Bubble Bath Carwash in 2023 to expand its presence in the carwash market.

 

The PD-LC is being requested in lieu of standard LC zoning with a Conditional Use Permit to allow modifications to separation requirements and development standards. These include the following:

                     Increase the number of fueling positions from 8 to 20.

                     Reduce separation requirements from residentially zoned properties.

                     Allow a multi-tenant pole sign up to 50 feet in height and 250 square feet in area.

                     Increase the minimum landscaping requirement from 10 percent to 20 percent of the lot area.

                     Waive the screening wall requirement adjacent to agriculturally zoned properties.

                     Require all fencing to be limited to wrought iron.

                     Allow off-premise signage for businesses within the PD-LC district.

                     Require 35 percent façade transparency for the convenience store (not applicable to the carwash).

 

On July 14, 2025, the Planning and Zoning Commission recommended approval of the request by a vote of 6-1 (Commissioner Dharmarajan abstaining) to approve the rezoning to PD-LC with the recommended stipulations.

 

Recommended/Desired Action

Following the public hearing, staff recommends that the City Council take action.
