A resolution authorizing the City Manager to execute an Interlocal Agreement with the City of Crandall to provide wholesale wastewater service to Crandall through the Lower East Fork Wastewater Interceptor System (LEFIS), also known as Mustang Creek Interceptor.

Crandall has requested that the City of Mesquite provide wholesale wastewater services in the amount of 500,000 gallons a day to supplement its current municipal wastewater system. If approved this service will be provided through Mesquite’s participation in the North Texas Municipal Water District’s (NTMWD) Lower East Fork Wastewater Interceptor System (LEFIS) which serves the Cities of Seagoville and Mesquite in both Dallas and Kaufman Counties.
The Cities of Mesquite and Seagoville contracted with the NTMWD in 2005 for the construction of the LEFIS to provide wastewater transportation and treatment for developing areas in western Kaufman County and within the City of Seagoville. The 2005 contract with NTMWD allows wastewater flows from the City of Mesquite up to an average of 7,430,000 gallons per day from an area in western Kaufman County that includes the Heartland, Polo Ridge, and Talia Developments. The City of Mesquite has the necessary reserve capacity in the LEFIS to provide Crandall with the requested additional daily wastewater flows. This Interlocal Agreement requires Crandall to pay Mesquite a volumetric surcharge of 40% plus the actual cost that NTMWD charges Mesquite for the additional 500,000 gallons of wastewater flows into the LEFIS. Also, through this Interlocal Agreement, Crandall has agreed to reimburse the City of Mesquite for capacity improvements to the LEFIS required by the NTMWD. Crandall will also be required to pay for the design and construction costs of the infrastructure necessary to connect to and meter wastewater delivered to the LEFIS.
This Interlocal Agreement was approved by the Crandall City Council at their regularly scheduled meeting on March 04, 2024. If this Interlocal Agreement is approved by Mesquite, an amendment to the NTMWD LEFIS contract will be prepared providing for the necessary increased service area which Mesquite accepts wastewater from. This amendment will then be presented to both the Seagoville and Mesquite City Councils, and the NTMWD Board of Directors for consideration.
