The purpose of this project is to reconstruct approximately 6,000 square yards of concrete pavement repairs and 4,000 square yards of asphalt pavement replacements in multiple alleys of varying widths at various locations throughout the City. As previously briefed and recommended to the City Council, project locations were selected using the Pavement Condition Index (PCI), with staff prioritizing streets/alleys exhibiting the lowest PCI scores to ensure that the community’s most deteriorated pavement segments are addressed first. The alleys included in this project are as follows:
1. Between Bradford Place and Yorkshire Drive from Dublin Trail to Yorkshire Drive
2. Between Bette Drive and Monica Lane from Winsdor Drive (circle)
3. Between Mulberry Lane and Tulip Trail from Sierra Drive to Tulip Trail
4. Between Lee Street and West Grubb Drive (circle)
5. Between Salem Drive and Bedford Drive from Karla Drive to Oates Drive
6. Between Emily Drive and Margo Drive to Byrd Drive
7. Between Teakwood Drive and Birchwood Circle from Birchwood Drive to Lindo Drive
8. Between Greenway Drive and Rancho Drive from Sierra Drive to Ashland Drive
9. Between Greenway Drive and Tulip Trail from Sierra Drive to Ashland Drive
10. Between Duvall Drive and Wisteria Way from Wisteria Way to Tulip Trail
11. Between Lakeview Drive and South Bryan Street from Whitehurst Lane
12. Between Motley Drive and City Limits from La Prada Drive to Modlin Street
13. Between Teton Drive and Oates Drive to City Limits
This project is anticipated to begin in July 2026 and to be completed by January 2027.
Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper. A total of ten responsive bids were received. Staff has reviewed the qualifications and recommends award of the base bid to Estrada Concrete Company, LLC.
Financial Implications
This project is funded with Certificate of Obligation (CO) funds.
Recommended/Desired Action
Staff recommends that the City Manager be authorized to finalize and execute a contract with Estrada Concrete Company, LLC.
