A. The preparation of the Analysis of Impediments to Fair Housing is a component of the City of Mesquite’s fulfillment of the requirements of the Housing and Community Development Act of 1974. The Act requires that any community receiving U.S. Department of Housing and Urban Development (HUD) Federal Entitlement funding under the Community Development Block Grant (CDBG) and funding provided under the Public Housing Authorities’ public and assisted housing programs certify that the jurisdiction is “affirmatively furthering fair housing choice.” The Analysis of Impediments to Fair Housing is a review of demographic data, metrics of discrimination and disparity, local regulations and administrative policies, procedures and practices that affect the location, availability and accessibility of housing.
B. On March 27, 2020, the United States Congress passed HR 78, the Coronavirus Aid, Relief and Economic Stimulus (CARES) Act. HUD has notified City of Mesquite that from the CARES Act, Mesquite will receive $672,453 in Community Development Block Grant - COVID19 (CDBG-CV) funds for emergency assistance to individuals, families, public service agencies and small businesses directly impacted by COVID-19. Agencies awarded in Round 1 of funds on April 30, 2020, include Mesquite Social Services, Mission East Dallas, Hope’s Door, New Beginning Center and Sharing Life Community Outreach. Projects awarded during Round 2 of funds on July 6, 2020, include CDBG-CV Grant Administration. The following budget for Round 3 is recommended:

PUBLIC NOTICE REQUIREMENTS
As required, a Public Notice was published on August 27, 2020, in the Daily Commercial Record newspaper and posted on the City’s website for a comment period from August 31, 2020 - September 4, 2020, for the proposed budget allocations. The proposed budget has been made available for public viewing in the Community Services’ building lobby and on the City’s website. No public comments have been received to date.
Recommended/Desired Action
Staff recommends the approval of the 2020 Analysis of Impediments to Fair Housing and Round 3 of proposed project allocations for the Community Development Block Grant COVID-19 (CDBG-CV) Program.
