Conduct a public hearing and consider an ordinance amending Appendix D - the Comprehensive Fee Schedule of the City Code by revising the fee amounts collected by the City for the purpose of the annual review and update to the City’s fees, adding a discount for residential trash service for senior citizens and disabled persons, reauthorizing all building permit fees and other City fees in accordance with Texas Local Government Code, Chapter 214, Subchapter Z, Section 214.908, providing for a public hearing, providing a conflicts resolution clause, and declaring an effective date.
Body
During the annual budget process, each department analyzes the necessary fees within their operations and determines if current fees should be adjusted. The attached ordinance identifies the proposed fee changes for Council consideration.
Proposed fee adjustments are shown in the attached redlined ordinance and are summarized as follows:
• Commercial solid waste increase of 4 percent
• New commercial cost-plus fees for alley accessible containers
• Residential solid waste increase of $1 per month
• New residential solid waste discount of $2 per month for qualified senior citizens and disabled persons, effective January 1, 2027
• Various fee increases for compost materials
• Water and sewer rate increase of 3 percent
• Various planning and development permit fee increases
• Various health fee increases and revisions in conformance with changes in State law
• Various swimming pool admission fee and rental increases
• Various recreation facility use and athletic program fee increases
• New Library Yoto Mini, Tonies and sewing machine replacement fees
• Various reservations and rental fee increases at Opal Lawrence Historical Park and Florence Ranch Homestead
A public hearing is required by State law to reauthorize building permit fees prior to the 10th anniversary after the date the fee is adopted or most recently reauthorized by ordinance. If approved, the proposed fee changes would go into effect as early as October 1, 2026, unless otherwise denoted.
Recommended/Desired Action
Following the public hearing, staff recommends approval of the ordinance.
