The City Council adopted Ordinance No. 4466 establishing a Board of Directors for the Town East/Skyline Tax Increment Finance Reinvestment Zone (TIRZ) No. Nine on December 19, 2006.
TIRZ No. 7 boundaries were expanded, and an amended Project and Financing Plan was adopted in December 2017, to capture new and future incremental commercial value to support infrastructure needs of the large employers and neighborhoods in the area. In partnership, the TIRZ board includes three private sector positions representing major industries within the TIRZ, currently Fritz Industries, Elements International, and Senox Corporation.
The City Council appoints seven members to the Town East/Skyline TIRZ Board to serve two-year terms.

On December 4, 2023, Tiffany Patterson, with Senox Corporation was erroneously appointed to this board. This was a communication error, and the appointment should have been for Nicole Walters Budworth, CEO of Senox Corporation.

Staff recommends replacement of Tiffany Patterson, Senox Corporation, (Position No. 7) with Nicole Walters Budworth, Senox Corporation, as a member (Position No. 7) to the Town East/Skyline TIRZ No. Nine Board of Directors for a term to expire December 31, 2025.
