Conduct a public hearing and consider an ordinance for Zoning Application No. Z0826-0460, submitted by RLK Engineering on behalf of Mesquite Independent School District (MISD), for a change of zoning from Planned Development - Single Family Residential to Planned Development - Single Family Residential with a Conditional Use Permit to allow a public school located at 1800 McKenzie Road (aka 1805 McKenzie Road).
(No responses in favor or in opposition to the application have been received from property owners within the statutory notification area. The Planning and Zoning Commission recommends approval.)

The applicant is requesting a Conditional Use Permit (CUP) to allow Mesquite ISD to construct and operate a new early childhood learning academy on approximately 15 acres at the east corner of Faithon P. Lucas Sr., Blvd and McKenzie Road. The 15-acre site is part of a larger 55-acre tract owned by the City of Mesquite. Historically, McKenzie Road was located along the northeast side of the 55-acre property; however, several years ago, the road was rerouted and constructed along the southwest side of the property within the City of Balch Springs. The former section of McKenzie Road along the northeast side was subsequently renamed McKenzie Court. The proposed academy will face and abut the new McKenzie Road alignment along the southwest side of the property. The project is part of the voter-approved 2025 Mesquite ISD Bond package and is designed to accommodate up to 600 Pre-K students. The proposed facility will include approximately 86,000 square feet of single-story educational space, including classrooms, administrative areas, support spaces, and associated site improvements and infrastructure.
On September 28, 2026, the Planning and Zoning Commission voted 7-0 to approve the request.
Recommended/Desired Action
Following the public hearing, City staff recommends that the City Council take action.
