The single outside air unit that serves the Mesquite Animal Shelter and Adoption Center stopped functioning and required compressor replacements in 2015 and 2016 during the summer when outside peak temperatures approached 100 degrees. Following another occurrence in 2017, Reed, Wells, Benson and Company was commissioned to assess the existing air conditioning system, specifically the kennel area, and recommend actions necessary to improve operation, comfort and odors.

 

Engineers at Reed, Wells, Benson and Company concluded that the original unit does not have the capacity to maintain acceptable indoor relative humidity levels. They have recommended the outside air unit should be replaced with a model that meets peak dehumidification design conditions and to provide two separate outside air units such that one unit would serve the main kennel area and the second unit would serve the quarantine area.

 

On December 27, 2018, requests for proposals were broadcast through BidSync electronic bidding system, posted on the City’s website and published in the Daily Commercial Record newspaper.  A total of two proposals were received on January 29, 2019, with Berger Engineering Company submitting the most qualified proposal.

 

Financial Implications

Initial funding in the amount of $190,000 was approved in the 2018 fiscal year budget and another $135,165 was added this year from unreserved bond funds to complete funding requirements for the planned replacement.

 

Recommended/Desired Action

Staff recommends award to Berger Engineering Company and authorize the City Manager to execute the required documents.
