Bid No. 2025-051 - Construction Management-at-Risk (CMaR) Services for the remodel of two former Dallas County facilities.

(Authorize the City Manager to finalize and execute a contract with Falkenberg Construction Company, Inc., in connection with the design (Phase I) of the remodel of two former Dallas County facilities in an amount not to exceed $20,000.00.)

 

Body

Falkenberg Construction Company, Inc., submitted a proposal for Construction Manager-at-Risk (CMaR) services for the design (Phase I) of the remodel of the two former Dallas County facilities located at 823 North Galloway Avenue and 210 West Grubb Drive.  Throughout Phase I, the CMaR will work with the City’s contracted architect (BRW Architects) and project management company (JMT) to develop the project scope and design of the remodel, and to keep estimated construction costs within the determined budget.  The CMaR will propose a Guaranteed Maximum Price (GMP) for the construction of the project prior to a 100 percent set of construction documents.  The fee for Phase I services is $20,000.00.

 

Upon successful completion of Phase I services, the City of Mesquite may elect to execute a supplemental agreement to contract the CMaR to serve as the general contractor for this project during the construction phase (Phase II).  Falkenberg Construction Company, Inc., has bid the Phase II construction service fee at nine percent of construction cost, not including general conditions and bonding costs.

 

Bid notices were broadcast through the BidNet Direct electronic procurement system, published in the Daily Commercial Record newspaper and posted on the City’s website.  Eight competitive bids were received and scored by staff.  Falkenberg Construction Company, Inc., was the top scored bid.

 

Financial Implications

Funding will be provided through American Rescue Plan funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Falkenberg Construction Company, Inc.
