Authorize the City Manager to finalize and execute a contract with Freeman-Millican, Inc., to update the City Water Master Plan in the amount of $465,000.00.

 

Body

The City updates the Water Master Plan on a five to 10-year cycle depending on changes to the City population, development and annexations. Water System Master Plans have been produced in 1973, 1978, 1981, 1985, 1996, 2001 and the most recent in December 2011. It is critical that the current master plan be updated due to several annexations and opportunities to provide water to developments and customers in Kaufman County.

 

The Master Plan will examine the water system’s ability to meet demand from domestic use, irrigation use during peak summer drought conditions and fire flows at a variety of locations and facilities throughout the City. The study will conduct complex demand forecasting and extensive computer modeling of the water system hydraulics. The new Master Plan will also examine changes in the system operation to enhance energy conservation and water quality.

 

The Master Plan will also evaluate impacts caused by recent annexations in Kaufman County, supply needs of the City, extraterritorial jurisdiction (ETJ) areas, potential water customers outside the City, changes in the North Texas Municipal Water District (NTMWD) Master Plan, drought contingency planning, new population projections and changes in the City land use plan and zoning, etc.

 

The Master Plan provides the basis of the City Water System Capital Improvement Plan and guides City staff on improvements that must be constructed to accommodate City growth and provide a reliable and secure water delivery system. The Master Plan will also make preliminary estimates for the needed improvements and develop a schedule based on population for programming the improvements.

 

Staff selected Freeman-Millican, Inc., (FMI) from the short list of firms selected for water/wastewater projects in the last general Request for Qualifications the department issued. FMI completed the 2001 and 2011 updates to the Water System Master plan and also completed water and waste water studies for the City extra-territorial jurisdiction, and their staff expertise and experience with the water system master planning and the Mesquite water system. FMI designed both the Peachtree and McKenzie Road elevated water storage tanks, the 2011 complete reconstruction of the Barnes Bridge Pump Station; numerous improvements to both the Hailey Pump Station and the Southeast Pump Station, and numerous other City projects and studies related to the City water system.

 

Financial Implications

The Water System Master Plan will be funded by sale of water and sewer bonds. The Fiscal Year (FY) 2019-20 Capital Improvement Plan allocated $500,000.00 for the updated Water System Master Plan.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Freeman-Millican, Inc., to update the Water Master Plan.
