Receive briefing regarding the Automated Photo Enforcement Program and potential new locations.

City Council approved a new contract with Redflex Traffic Systems Inc. on May 15, 2017, in order to continue the Automated Photo Enforcement Program for another 10-year period. The Automated Photo Enforcement Program in Mesquite has proven to bring improved traffic safety at each intersection where the red light cameras are in operation. The current intersections include the following with the percentage improvement in the reduction of red light running noted:

IH 635 (NB) and Military Parkway 77.95 percent reduction
IH 635 (NB) and Oates Drive 54.91 percent reduction
IH 635 (SB) and Oates Drive 35.82 percent reduction
IH 635 (NB) and Town East Boulevard 63.61 percent reduction
Staff has identified additional intersections with high crash frequency that could benefit from the Automated Photo Enforcement Program and would like to begin the review process for red light camera installation. The contract allows for up to 40 photo enforcement cameras and Staff will be evaluating the following 16 intersections:
North Beltline Road and US Highway 80
Big Town Boulevard and Samuell Boulevard
West Cartwright Road and IH 635
West Cartwright Road and South Beltline Road
Galloway Avenue and Town East Boulevard
Gross Road and North Peachtree Road
Gus Thomasson Road and Driftwood Drive
Gus Thomasson Road and Town East Boulevard
Military Parkway and Rodeo Center Boulevard
Oates Drive and Galloway Avenue
Oates Drive and Northwest Highway
North Peachtree Road and Scyene Circle
Samuell Boulevard and Town East Boulevard
Town East Boulevard and East Emporium Circle
Towne Center Drive and North Mesquite Drive
Towne Centre Drive and IH 635 (SB)
The process for adding any new intersections to the program is as follows:
Step One
Reflex Traffic Systems, Inc., conducts a study at each proposed intersection to determine the need and feasibility of installing the necessary equipment within the right-of-way. A recommended list is then returned to the City for final consideration.
Step Two
City staff reviews the recommended list from Redflex and determines the final selection of intersections to be added to the program based on the area of greatest need and effectiveness.
Step Three
City staff takes the list of proposed intersections to the Automated Traffic Signal Enforcement Advisory Committee for review and comment. The Advisory Committee was established to review and advise the City Council on the installation and operation of the Automated Photo Enforcement System at the locations proposed by City staff.
Step Four
City staff briefs City Council on the final proposed list of intersections.
Step Five
Redflex Traffic Systems, Inc., installs equipment at the approved intersections.
The above process will take several months with an anticipated date to begin full operation of photo enforcement at the new intersections by late February or March 2018.
During the Pre-Meeting, Staff will give a briefing on the status of the Automated Enforcement Program and seek direction from City Council on proceeding with additional intersections and potential locations.
