Parks and Recreation utilizes landscaping contractors to assist with the landscaping maintenance of the Texas Department of Transportation (TxDOT) High Visibility Interchanges located at Northwest Drive and Interstate 30, Motley Drive and Interstate 30, Big Town Boulevard and Interstate 30/US Highway 80 and Military Parkway/Scyene Road and Interstate 635. Depending on the area, maintenance is performed bi-weekly or weekly and includes mowing, litter collection, irrigation, and landscaped bed care. This contract was last bid in 2019 and has increased by $124,698.72 or 61 percent over the last five years.
Bid documents were broadcast through the Periscope Holdings electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Two bids were received. Proposals were scored by a selection committee using the Best Value criteria, evaluating bidders based on price, reputation, quality of work and ability to meet the needs of the City. Yellowstone Landscaping Company received the most points. The Contractor shall have the option to renew this contract under the same terms for four consecutive years.
Financial Implications
Funding for landscaping maintenance is allocated in the 4B Mesquite Quality of Life Budget.
Recommended/Desired Action
Staff recommends the City Manager be authorized to finalize and execute a contract with Yellowstone Landscaping Company.
