The current Next Generation 9-1-1 system will become obsolete and will no longer be supported by the manufacturer and its authorized vendor, AT&T.  The current system will not support new Next Generation 9-1-1 features, which are essential to efficient emergency services response and public safety.  Next-Generation 9-1-1, an IP-based technology platform that will enable emergency answering points to leverage multimedia, share data with other PSAPs (Public Safety Answering Points) and achieve unprecedented levels of redundancy and resiliency.  The new system additions will enable the 9-1-1 system to remain congruent with developing technological innovations, such as text messaging form 9-1-1, and location services; devices generating data-only messages; photo and video transmissions; and the ability to connect to other PSAP.

 

The proposed system is a Vesta E9-1-1 call-taking system and is NENA (National Emergency Number Association) i3 compliant.  NENA is a national entity that sets standards for 9-1-1.  The system is also upgradable to support future Next Generation features. The system would be installed and maintained by AT&T, the authorized vendor. This system is a continuation of the Next Generation 9-1-1 system put in place at the Mesquite Police Department (MPD) back in 2015.

 

Financial Implications

The City (Mesquite Emergency Communication District) anticipates receiving up to $498,431.96 in grant reimbursements from the Commission on State Emergency Communications (CSEC), combined with an additional $794,403.86 in “Proposition 8” funding the City has already received from the CSEC earlier this year. The remaining balance of $207,164.18 is available in the City’s 9-1-1 Service Fee Fund.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to execute a contract with AT&T Corp.
