On October 16, 2017, the City Council authorized a contract with Kimley-Horn and Associates, Inc., to perform professional engineering services for a pump station, ground storage tank, and large diameter water transmission main to provide water service to tracts of land within Kaufman County. Kimley-Horn has completed the design for the water main with the design for the pump station and ground storage tank to be completed in the coming months.

 

As set forth in the plans and specifications, the project is designed to construct approximately 14,470 linear feet of water main pipelines, 15,500 linear feet of parallel fiber optic line, and additional alternates for an access road, a prefabricated bridge, and approximately 3,500 linear feet of water main from the future pump station site to the south side of IH-20 near FM-740.

 

Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and published in the Daily Commercial Record newspaper. Six bids were received and opened on September 24, 2020.

 

Kimley-Horn and Associates, Inc., contacted references, reviewed other qualification information submitted and obtained a LexisNexis report for Excel Aircraft, LLC. After review of all materials, Kimley-Horn found that Excel did not meet the project qualification requirements. Kimley-Horn reviewed the qualification submittals for the second low bidder, S.J. Louis Construction of Texas, LTD, and recommends award to S.J. Louis Construction of Texas as the lowest qualified and responsible bidder. Notice to Proceed (NTP) is scheduled for November 2, 2020, and should be completed by September 28, 2021, under a 330-day calendar day contract.

 

Financial Implications

The Kaufman County Large Diameter Transmission Water Main Project is funded by water and wastewater bond funds.

 

Recommended/Desired Action

Staff recommends award to S.J. Louis Construction of Texas, LTD.
