RFP No. 2022-112 - Multi-Year Service Contract for Landfill Disposal of Municipal Solid Waste.
(Staff recommends award to Waste Management of Texas, Inc., and to authorize the City Manager to finalize and execute a contract for landfill disposal services of municipal solid waste. The term of this contract is for a ten-year period, with two additional five-year renewal options. The City Manager is authorized to execute the renewal options, subject to annual appropriation of sufficient funds.)

The City of Mesquite entered into a contractual agreement with Waste Management of Texas, Inc., on September 16, 2002, to dispose of residential solid waste at the Skyline Landfill in Ferris, Texas. The initial term of this agreement began from the date of execution through September 20, 2012. The contract agreement automatically renewed for one additional 10-year term beginning on October 1, 2012, expiring on October 1, 2022. Waste Management of Texas, Inc., and the City of Mesquite executed a 30-day extension of the contract to expire on October 31, 2022.
In June 2022, staff issued a request for proposals for landfill disposal of Municipal Solid Waste and two responses were received, one from Waste Management of Texas, Inc., and one from Republic Services. The two proposals were evaluated on their financial proposal, geographic location, "turn-around drive time", ability to meet specifications, respondent's proposal, and the landfill life expectancy.
After careful evaluation, Waste Management of Texas, Inc., scored higher on the matrix and ultimately provides the lowest financial impact to City of Mesquite solid waste customers.
Financial Implications
The City shall pay Waste Management of Texas, Inc. a disposal rate of $24.44 per ton for all Municipal Solid Waste delivered to the Skyline Landfill, located at 1201 North Central Avenue, Ferris, Texas.
