A resolution authorizing the nomination of United Parcel Service, Inc. (UPS), to the Office of the Governor Economic Development and Tourism through the Economic Development Bank for designation as a qualified business and enterprise project under the Texas Enterprise Zone Program under the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code.

 

Body

United Parcel Service, Inc. (UPS), the City of Mesquite’s largest private employer, is seeking participation in the Texas Enterprise Zone Program (“Program”).  The Program provides a state sales and use tax refund to qualified business sites which create a higher level of employment, economic activity, and stability.

 

The resolution is required for the state application.  No City of Mesquite, TX incentives or costs are incurred.  This action is to show Mesquite’s support for the UPS Texas Enterprise Zone application.  The City of Mesquite held a public hearing on May 19, 2025, and approved Ordinance No. 5169, which qualifies Mesquite companies to apply under the ordinance which affirms Mesquite’s participation in the Texas Enterprise Zone Program and establishes that future program nominations of Texas State Enterprise Projects may be approved by resolution pursuant to Sec. 2303.4051 (f) of the Texas Government Code.

 

Recommended/Desired Action

Staff recommends approval of the resolution.
