Title

An ordinance amending the City’s Extra-Territorial Jurisdictional boundaries pursuant to an Interlocal Agreement with the City of Crandall, Texas, reducing the City’s Extra-Territorial Jurisdiction (ETJ) in the area of FM 2757 and FM 741 and expanding its ETJ in the area of FM 741 and Heartland Parkway.

 

Body

On June 15, 2026, the City Council approved Resolution No. 18-2026 approving an Interlocal Agreement (ILA) with the City of Crandall to adjust the boundaries of each City’s Extra-Territorial Jurisdiction (ETJ).  This was necessitated due to the ETJ boundaries including parcels that the City of Crandall intends to annex as part of a development agreement.  The property in question more closely aligns with the City limits of Crandall and the ultimate annexation by Crandall provides for more clear boundaries for City services.  In exchange for the property in question, the City of Crandall would release a portion of their ETJ to the City of Mesquite.  This property is adjacent to the Heartland Municipal Utility District.  The ETJ boundary divides this property and this would ultimately provide a clear city limit line for emergency services. 

 

This ordinance directs staff to adjust the boundaries and limits of the City’s ETJ pursuant to the ILA and correct the official map of the City to include the revisions required by this ordinance and the ILA. 

 

Recommended/Desired Action

Staff recommends approval of the ordinance.
