This project involves installing a tapping sleeve and valve for a 24-inch Heartland waterline, installing the precast concrete water meter box with electromagnetic flow meter, and installing the new electrical service and control panel. It is anticipated to begin on June 16, 2025, and be completed on September 13, 2025.
This phased improvement would allow the City to access a Heartland waterline, which will assist in expediting development along the F.M. 741 corridor within the City of Mesquite.
Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper. A total of two responsive bids were received. Staff has reviewed their qualifications and recommends award of the base bid to Canary Construction, Inc.
Financial Implications
Funding has been allocated for this project with Water and Sewer funds.

Staff recommends that the City Manager be authorized to finalize and execute a contract with Canary Construction, Inc.
