A resolution adopting STAR Transit Policy #119, Title VI Program, as updated on April 21, 2026, applicable to all City of Mesquite public transit services.
Body
Title VI of the Civil Rights Act of 1964 ensures that public transportation and other Federal Transit Administration (FTA) funded services to the public are provided without regard to race, color, and national origin. To help verify that, FTA issued Circular 4702.1B in 2012 which requires recipients of FTA funds to submit a Title VI Program every three years.
The City of Mesquite contracts with STAR Transit for public transportation services. STAR Transit has adopted Policy # 119, Title VI Program, as established on April 14, 2014, with the most recent update on April 21, 2026. This policy adheres to FTA Circular 4702.1B Title VI requirements. The City of Mesquite public transportation services, as provided by STAR Transit, falls under STAR Transit Policy # 119. As required by Title VI Circular 4702.1B, in order to use STAR Transit’s Title VI Program, it must be formally approved by the governing body of the City of Mesquite.
