On October 6, 2025, the City Council passed Resolution No. 40-2025 to accept a preliminary Service and Assessment Plan (SAP) for authorized improvements within Improvement Areas A-2, A-3.1, A-3.2 and A-4 of the Solterra Public Improvement District (PID).

The proposed ordinance levies assessments on each lot or parcel based on apportioned costs of authorized public improvements that convey a special benefit to each property. The developer fronts the costs of the public improvements and seeks reimbursement through a combination of PID bond proceeds and/or assessment revenue. These public improvement costs, plus authorized PID administrative costs, annual collection costs and bond issuance costs, are then apportioned by the PID Administrator to each parcel or "lot type" on an annual basis in the form of annual installments that are paid by each property owner. The annual installments for each lot type make up the Assessment Roll, which is updated each year in accordance with State law.
