Consider a resolution nominating candidates for election to the Board of Directors of the Dallas Central Appraisal District (DCAD).

Pursuant to the provisions of the Texas Property Tax Code, Section 6.03, the City of Mesquite is entitled to participate in an election by taxing units for the purpose of electing five appointed members to the Board of Directors of the Dallas Central Appraisal District (DCAD). DCAD Board of Directors is comprised of nine directors: five appointed by taxing units (School Districts, Cities, etc.), three elected by county voters, and the County Tax Assessor/Collector serving as a voting ex officio member. The DCAD Board of Directors select the Chief Appraiser, adopt the annual district budget, appoint Appraisal Review Board members and ensure that the District follows the policies and procedures required by law.
This year, a taxing unit appointment/levy election is required for two DCAD Directors. The two DCAD directors holding the terms are Kevin Carbo, Sr. - Place 4 and Pauline Medrano - Place 5, whose terms will expire December 31, 2025. The City is not required to submit nominees but if it chooses to then eligible nominees can be included on the ballot. Nominees must meet certain criteria including they must be residents of Dallas County for at least two years before taking office. Certain disqualifications apply including those related to conflicts of interests (this includes conducting business that involves appraising of property values), prior service on the board, and recent business engagements with the appraisal district.
