In the Parks Master Plan adopted by the City Council in November of 2022, a new recreation center located in South Mesquite ranked 5th among 20 identified priorities. As part of ongoing efforts to enhance residents' quality of life and support the city's growing population, the City has identified the need to evaluate existing recreation facilities and assess the potential for developing a new center. To guide this effort, Parks and Recreation issued a Request for Qualifications (RFQ) seeking qualified firms to conduct a comprehensive feasibility study.

The purpose of the study is to assess the community's recreational needs, evaluate existing facilities, identify potential sites, analyze demographic trends, estimate project costs, and provide recommendations regarding the scope of a new recreation center. These recommendations will be based on input from key community stakeholders, public feedback, industry standards, and comparable cities.

A request for qualifications was broadcast through the BidNet Direct electronic procurement system, published in the Daily Commercial Record newspaper and posted on the City's website. Five consultant proposals were received and evaluated using the established selection criteria. Barker Rinker Seacat Architecture received the highest score and was selected based on their qualifications and experience conducting similar feasibility studies. The project is expected to begin this summer and be completed by fall.

Financial Implications
The Project will be funded through the Mesquite 4B Quality of Life Corporation.
