A resolution authorizing the City Manager to execute an Interlocal Agreement with Purchasing Cooperative of America (PCA) for the purpose of participating in the cooperative purchasing services of PCA.

 

Body

Municipalities are authorized under Chapter 791, Texas Governmental Code, to contract with other local governments, including nonprofit corporations, to perform governmental “functions and services.”  These functions and services include routine operations of government such as cooperative purchasing agreements.

 

The City has participated in several cooperative purchasing agreements in the past, and is currently presented with the opportunity to participate in the Purchasing Cooperative of America (PCA).  PCA is a State Contracting Agency operating under Chapter 8, Texas Education Code.  PCA is based in Texas and all contracts are written to be used by local, state, and federal government agencies, educational institutions, Indian tribal governments, and non-profit, non-taxed organizations in all 50 states, U.S. Territories, Canada and Mexico.  There is no cost to join or participate in PCA contracts.
