Consider scheduling a special City Council meeting for December 22, 2025, to canvass the returns for the December 13, 2025, Runoff Election for the purpose of electing a City Councilmember for Place 4.

Section 67.003 of the Texas Election Code requires that the canvass of an election be conducted not later than the 11th day after the election [Thursday, December 24] and not earlier than the later of (1) the third day after election day [December 16]; (2) the date on which the early voting ballot board has verified and counted all provisional ballots, if a provisional ballot has been cast in the election [December 19]; or (3) the date on which all timely received ballots cast from addresses outside of the United States are counted, if a ballot to be voted by mail in the election was provided to a person outside of the United States [December 18]. By holding the special meeting on December 22, 2025, it will allow the Dallas County Elections Department sufficient time to complete its review of any provisional ballots and ballots received from military personnel or other citizens currently outside of the United States.

Staff recommends the City Council call a special City Council meeting to canvass the results of the December 13, 2025, Runoff Election on Monday, December 22, 2025, at 5:00 p.m.
