Title
Authorize the City Manager to execute a Utility Billing and Metering Consulting Contract with ISI Water Company d/b/a Water Company of America, pursuant to Chapter 791 Texas Government Code, for a term of three years with two additional one-year renewal options. The City Manager is authorized to exercise the renewal options, subject to the annual appropriation of sufficient funds.

Body
As briefed at the March 16, 2026, Council Pre-meeting, ISI Water Company, d/b/a Water Company of America (WCA), will conduct a review of all utility billing accounts to determine if any accounts are unbilled or misbilled. This audit review will be performed by WCA at no cost to the City and without any disruption to the normal operations of utility billing and public works staff.

Prior to the deployment of any WCA representatives in the field, the Finance Department will coordinate any public messaging with the City's Communications and Marketing Department. WCA employees will be uniformed with photo ID badges and will maintain neat and clean appearance. WCA vehicles will be clearly marked with the Company logo and City staff will coordinate communication with property owners prior to a field work order being issued. WCA and City staff will ensure that any property affected by field work activity will be returned to original or better than original condition. Examples of field work site visits include verification of meter size, evidence of service theft, unmetered lines and unlisted connections.

Any corrective action will involve either changes in billing and/or changes in physical service and will be made in accordance with the City's normal metering and billing practices. Follow-up communications will also be made with property owners regarding any findings. City staff will share the final report with Council and the amount of increased revenue, if any.
