A resolution authorizing the City Manager to finalize and execute an Agreement with the State of Texas through the Texas Department of Transportation (TxDOT) for the furnishing of traffic signal equipment by a municipality at the intersections of U.S. Highway 80 and Galloway Avenue and Interstate Highway 635 at Gross Road and providing for a maximum reimbursement by the State to the City in the amount of $92,740.00.

As part of the U.S. Highway 80 Reconstruction Project, this agreement between the Texas Department of Transportation (TxDOT) and the City of Mesquite covers the intersections of U.S. Highway 80 and Galloway Avenue as well as Interstate Highway 635 at Gross Road. TxDOT will manage the plans, specifications, bidding, and installation. The City will provide traffic detection, controllers, and cabinet equipment, which are uniform throughout the City.
This agreement is necessitated due to the U.S. Highway 80 reconstruction from Town East Boulevard to east of Belt Line Road including the IH 635 Interchange beginning in February 2025. This work includes the reconstruction of the interchange at IH 635 and U.S. Highway 80. The signals along U.S. Highway 80 and IH 635 are owned by TxDOT but maintained by the City of Mesquite. In order to maintain efficiency of operation and maintenance of the signal system, TxDOT allows the City to provide preferred equipment and reimburses the City for the cost of said equipment. In this case, the City will be providing the cabinet, controller and detection equipment that is standard for City of Mesquite traffic signals. The design includes the reconstruction of the existing signals at Galloway Avenue at U.S. Highway 80 and at IH 635 at Gross Road.
The overall project is expected to last for three years and be completed sometime in 2028/2029.
Financial Implications
The City will be reimbursed $92,740.00 by TxDOT.
