Title
Authorize the City Manager to finalize and execute Supplemental Agreement No. 1 (Phase II) to Bid No. 2025-050, Construction Manager-at-Risk (CMaR) Services for the Remodel of the Mesquite Convention Center, with SCI Construction, Ltd., to establish the Guaranteed Maximum Price (GMP) of $3,801,046.00.

Phase I of this project was approved by City Council on March 17, 2025. The notice for subcontractor bids was published in Star Local News on August 1, 2025, and August 8, 2025.

SCI Construction, Ltd., was selected through the City's competitive procurement process to serve as the Construction Manager-at-Risk (CMaR) for the remodel of the Mesquite Convention Center, located at 1700 Rodeo Center Drive. Under Phase I, SCI Construction worked with the City's contracted architect, GSR Andrade Architects, and project management company, JMT, to develop the project scope, design, schedule and cost estimates, and to propose a Guaranteed Maximum Price (GMP) for the construction phase.

Phase I is now complete, and the City of Mesquite wishes to proceed with Phase II - the construction phase - under a supplemental agreement with SCI Construction, Ltd. In this phase, SCI Construction will serve as the general contractor, coordinating all subcontractors, overseeing construction activities, maintaining the project schedule, and ensuring compliance with design specification and budget constraints. The work will include managing construction sequencing to minimize disruptions to convention center operations and ensuring the project is completed in accordance with the agreed GMP.

The GMP for Phase II construction services is $3,801,046.00, which includes the construction services fee, general conditions, and bonding costs.

Financial Implications
Funding will be provided through Certificate of Obligation bonds.
