Title
Conduct a public hearing and consider an ordinance for Zoning Text Amendment No. 2020-09 to the Mesquite Zoning Ordinance, by making certain additions and deletions to sections in Part 2 "Residential Districts" pertaining to requirements for off-street parking in residential districts; and amending Chapter 9 and Chapter 10 of the City Code thereby updating certain regulations and offenses regarding the parking and storing of commercial motor vehicles, oversized vehicles, recreational vehicles (RVs) and trailers in residential districts.
(The Planning and Zoning Commission recommended approval of the zoning text amendment.)
Body
Residents have expressed concerns regarding parking along residential streets. This ordinance was designed to address these concerns.
The proposed amendments are summarized below:
Amend Mesquite Zoning Ordinance, Chapter 2, Part 2 "Residential Districts", Section 2-200 "Use Regulations," as follows:
* Section 2-202 (E) - Garage Conversions. Revising to require the relocation of the converted parking spaces such that the total off-street parking spaces is not reduced when undergoing a garage conversion.
* Section 2-203. - Residential Care Facilities. Revising to require off-street parking for residential care facilities. The number of parking spaces required varies based on the number of persons the facility cares for.
Amend Mesquite City Code, Chapter 9 "Motor Vehicles and Traffic," Article VI "Stopping, Standing and Parking," Division 1 to be retitled "Commercial Motor Vehicle and Oversized Vehicle Parking" as follows:
* Section 9-166. - Definition of "commercial motor vehicle" is revised to align with the Texas Transportation Code.
* Section 9-166. - Definition of "oversized vehicle" length is revised from a maximum of twenty-three (23) feet in length to twenty-two (22) feet in length.
* Section 9-166. - Added definition for "recreational vehicle (RV)" and is inclusive of nonautomotive RVs and motorized RVs.
